It was impossible to get drill peck and whirlwind on the same skarm in generation III, due to breeding chain conflicts. That's no longer the case though.

He's talking about the graphics you see when a MAP16 space is "free"; They're typically blue (since that color is blue on the default palettes), and are just 4 squares.
