I actually really like the idea, and if we could get a really good overworld designer we could make this possible. Here's a very rough example of what it could look like given the current skeleton:
I know the perspective is a bit off, but this could probably be easily fixed with some extra graphics and, like I mentioned before, a really good overworld designer.
What if the tower level works like a "ladder" in the map?
I will try to explain: The tower level would be in the Ice part. The level starts with ice and ends with fire/lava.
After it, the path in the lava map would open, and Mario just "climb down" the tower. To go back to ice map, mario would just climb up back to the ice world.

Talking about that: Since that Golem from Vic Rattlehead obviously has to turn around a few times that could be made another attack. Everytime he wants to turn around he jumps into the air, making some kind of fire-ice spinning attack, and aims at Mario (kind of like Bowser in SMB3), maybe causing an earthquake as he lands.
And that earthquaque makes an item fall, that Mario can grab and throw at him?

Sounds funny, but could be very hard to figure out if not by pure coincidence. Another idea related to a club: He could bash it into the ground and then get stuck for a few seconds, giving you enough time to run up the club and jump on his head.
