Also, i'd like to help. I know how to use N64 Sound Tool so that I can replace the sounds of Super Mario 64. Not very good with Toad's Tool, but I can replace Graphics with that program. I'm about to get into SM64 Models, so in a few weeks after I figure that out I could help with that.
I'd first suggest using SM64 Editor 2.0.x (what SM64 Level Importer was renamed to for 2.0) since it includes some fixes for compatibility.

As you can see, Bowser face is an IA8 encoded texture at offset 0x142B8 in the texture block at offset 0x803156 in the extended ROM (so offset 0x81740E). I recommend using N64Rip to modify it.
