Welcome! Tilesets in SMW are actually a bit odd in that they're composed of two parts: the graphics and the tilemap. Graphics define what pieces you have available to make tiles with, while the tilemap actually forms those graphics into usable tiles. So, depending on what you need, there's a few places you can look.

Graphics are handles by what we call "Extended Graphics" (or ExGFX for short); there's two good tutorials on making and inserting those here and here.

Tilemaps in SMW are then known as "Map16" (short for "16x16 tilemap"). There's a tutorial on editing this available here.

You can normally use STEAR to remap sprite palettes (and tilemap), but the palettes the star cycle through may be hardcoded (i.e. not sure if STEAR can change them). In that case, you can use the following patch instead:

The palettes it cycles through are the four bytes above in the following format: $00 represents palette 8, $02 is palette 9, $04 is palette A and so on all up to $0E which is palette F. (This is YXCCPPPT format, if you're familiar with it)
