I have a level where I have layer 2 as level but if the screen moves vertically, layer 2 follows the screen which means Mario gets crushed. I have set the "Layer 2(BG) scroll" to:
Horizontal: Constant
Vertical: Constant
The constant in both options I expect would mean that the layer 2 follows the level and never moves with the screen but it does and I don't know why. Please help.
EDIT: The problem only happens when I use the layer 2 scroll sprites but I need it to scroll for the level.

You could add some Map16 tiles of sideways muchers to fix the stacked muncher problem.
