I think its sort of like the sprite header, but for coins. It had something to do with what room you are in.

Yeah, I've heard Index 2 and 3 are really glitchy so you should only use 0 and 1.

There is a Custom Sprite that makes it so it costs a coin to jump ans if there are no coins he cant jump, maybe you could use that?

They are custom blocks which should be inserted via blocktool.

If you get given an xkas patch, check in the asm or readme to make sure if it needs freespace or not.
There might actually be a custom block that stops jumping in original blocktool. If not, you could use a transparent one way block that inhibits upward movement.
