Description:	This patch lets you enable or disable free vertical scrolling by using a flag. This is meant for people like me who dislike how free vertical scrolling looks when constantly enabled, however need it for stuff like wall-jump blocks or similar sections where the camera doesn't scroll.

The patch was remoderated and found to be consistent with current standards. Tags were adjusted with no change to the patch itself.

Tested with Asar 1.71, Lunar Magic 3.20, SA-1 1.32, Snes9x 1.59.2.

Why have I not tracked this patch down sooner. It's so useful for levels with bouncy mushrooms and Mandew's Balloon Gliders.

As simple as it sounds I understand the patch's purpose, I actually made something similar for my projects because some levels didn't actually need the free vertical scrolling because that was killing some secrets on these levels.

Added SA-1 support and approved.
