Adds an extremely short cooldown timer to ON/OFF switches, fixing the jankiness when trying to hit an ON/OFF switch underwater, no longer causing Mario to hit it 2 or 3 times with a single stroke, thus confusing the heck out of the player.
A bit more in detail, this patch will cause ON/OFF bounce sprites to straight up not spawn, meaning if you have a custom block that spawns the same bounce block sprite, it will gain this cooldown as well, at least if spawned through vanilla routines.
The ON/OFF bounce sprites are actually what handle the toggle of the switch in vanilla SMW, so skipping their spawn keeps the switch un-toggled.
