With this patch, you can have a SFX to play when the TIME UP screen appears, pretty much like the GAME OVER one does.
You can easily define what SFX will play in the .asm file.

Remoderated. Added SA-1 compatibility and moved the code to freedata, nothing else was changed. Nothing revolutionary, but can add a pinch of flavor to an otherwise unremarkable event.
Tested with Asar 1.71, Lunar Magic 3.04, SA-1 1.32, Snes9x 1.59.2.
