You mean Double Dash qantuum? I can definitely hear a relationship to the Circuit Theme. Not a deliberate quotation, but you know how it happens - tunes seep into your brain, you try for a similar vibe, and similar melodies can show up unintentionally.

It sounds good. I have recognised some Super Mario Kart leitmotiv in the beginning, that's a nice reference. I think that was the basic Mario Race in one the Gamecube's games maybe?
