The Pokey from Super Mario 64. It comes with both 7-color (half a palette row) and 15-color (a whole palette row) versions. Not only that, but there are also .bin files that will allow you to ExAnimate the top two tiles of the Pokey to make it blink. It's not necessary, however.
I used ExGFX slots 84/85 in the example level, and animation slot 00 for the ExAnimation. Be sure to load the files in Super GFX Bypass to SP4 (the Pokey) and AN2 (the blinking eyes).
