While this patch indeed fixes what the gifs show, it has a really serious bug which breaks Sprite 18 (Surface Jumping Fish).
Fish don't do the correct jumps anymore (2 small hops and 1 medium hop), but instead they do irregular big jumps:
As you can see, they also don't stop moving when the game freezes with powerup/powerdown animation
It happens with normal (layer 1) water as well:
Also, their underwater behaviour is completely broken:

Tested with Asar 1.81, Lunar Magic 3.21, SA-1 1.32, Snes9x 1.60.
A pretty nice fix! The sa1remap list can be shortened to only the addresses that are used by the patch, but that's just a nitpick.
