Description: This patch allows you to customize the palettes through which the bob-omb and wiggler flash as well as the rate at which the flash occurs.

The two codes in this patch were originally by Kevin and yoshifanatic. I (Anas) simply combined the two codes into a single patch for submission and easier accessibility.

Late but yeah, that was a small oversight on my side.
