Yes, I have asked him to make the BG for my Make a Good Level 4 Contest entry and submit to the GFX section on Christmas. Now I'm submitting the necessary fixes in his stead.

Anyways, this background is useful for Crisis City-like levels that demonstrate the apocalyptic backdrop as it burns. Preferably, you should use it with Redrawn-styled sprites as well since the original level did use such sprites.
