The only issue I noticed is that the growing vine doesn't work well with vertical layer 2 scrolling, it may produce cutoff vine or not produce vine tiles at all, depending on layer 2's position. Otherwise, it works fine.
Note that this patch does not apply to custom blocks that may spawn power-ups/vine (like the aformentioned Question Mark Blocks v2.0.0). They must be modified to take advantage of this patch. Also, this patch does not apply to stuff like Yoshi's Egg and carriable items, this is strictly for power-ups and vine.
