Very wasteful background, I must say. Biggest red flag is that it's incompatible with core objects such as Yoshi Coins and Horizontal Pipes.

If you ask me, this would work better in misc contexts: such as a title screen, a small bonus area, a cutscene (if you happen to make one fitting within the background landscape... somehow), a npc/town area of some sort, but putting it in a proper level will limit fairly what you can do. Regardless, it's still manageable (FG3 is still free, and so are most of the core vanilla smw blocks on FG1/FG2, and only uses 3 palette rows), so I don't see a very big offender to reject. Just be aware of its limitations.
