Well, according to the RHDN page, the description says:

[...] an editor, debugger, recorder, and BRR sample exporter (BRR and WAV formats) for SPC format SNES music. This is a Windows version of the older DOS program from Alpha-II Productions.

Acording to #imamusic, this is an SPC player...

Also, the description is filled with engrish and should be cleaned up.
