That really, really depends on the snow. It's true that snow isn't usually as slippery as ice, but it can still be quite slippery, especially if it's "dense" snow. I've tripped so many times in the snow that I'm speaking from experience here. I mean, there's a reason why skiing and sledging are done on snowy hills, not on sandy hills or grass hills - that's because snow is way more slippery.
Fresh snow, if it isn't too deep, is very easy for walking. I've run outside in a couple of cm of fresh snow. But yeah, pretty snow, its compacted by car and foot traffic, essentially becoming ice.
Speaking of snow, Portland was brought to a standstill for several days after more than a foot of snow fell overnight in January. Its something that would be brushed off and forgotten in cities that actually get snow and cold weather every year, like Denver, Chicago, or Toronto. Here, it was almost crippling.
