Unrevealed Star Road doesn't work (Solved)

I'm using a trick in my hack so that I can reveal two levels on the OW in the same event. These are two Star Roads that are linked. One is revealed normally with a Layer 1 event, the other is revealed with a Layer 2 event. If I use the Star Road revealed with Layer 1, it works normally. However, when I use the Star Road revealed with Layer 2, it acts as a normal level.

It appears as though Star Road only acts like Star Road when it's revealed with a Layer 1 event. How can I make the Star Road act normally even if it hasn't been revealed?

EDIT: I discovered a workaround. I just have to make a new tile in the 2nd page of the Layer 1 16x16 Tile Selector. If the Star Road is revealed to begin with, then it warps you just like it's supposed to. If the new tile is transparent, then it's not visible even if it's revealed. Place the transparent tile in the same location as the revealed Star Road, just on the 2nd page instead of the 1st.

Well, you can also just use the actual Layer 1 event editing mode #lm{owev1} to create the second tile. Note, however, that unlike layer 2 tiles which are revealed immediately, tiles inserted by Layer 1 event editing won't be visible until the map is reloaded (though interaction for them will still work, because they're still "there"; the graphics just don't get uploaded imediately). So this solution works best if the two stars are on seperate maps.

Unfortunately all of the submaps are either already used or reserved for other purposes. That means that warping to other submaps is not something I can actually work with.
