"Water" Castles

When I'm trying to make an underwater-themed castle, I enable sprite buoyancy but Mario still doesn't swim an neither do the other sprites. Does anyone know how to fix this problem?
Bouyancy makes sprites care about water. If there is no water, there's nothing to care about, and bouyancy does nothing.

Fiddle with the water level flag behind #lm{1door} instead.
