The serie is called Kidou Senkan Nadesico (or the adapted name for America, Martian Successor Nadesico). The serie consist of (in order): Anime (26 eps. + OVA) -> Sega Saturn's Game -> Movie -> Dreamcast's Game. Similar to Gundam or Evangelion, this is a serie about mechas (and stuff)

She is initially the Science Officer of the spaceship (which by the way, is called Nadesico), keeping in this occupation until the events in the first game I mentioned before, then she become Capitain, but of another spaceship (Nadesico-B)
Also, she's not actually 100% artificial, but she is the result of a experiment did by a laboratory-like school, which took test tube zygotes, modifying theirs DNA with technology (being Ruri the only known survivor of this experiment) The result of this experiment ended up giving Ruri some special characteristics, like a body without being able to get sick, superhuman intelligence, "inusual" hair, skin and eyes colors, and of course the ability to connect herself to computers (in this case, the Nadesico's)

I'm sure there is a english dub of this anime, though I never have found it because I've only saw it in Latin dub and Japanese with Spanish subs (because I'm latin, of course) There is also a manga, but I don't recomment it, because it is
HORRIBLY drawn, and the history is different than the original (yes, the manga is actually an adaptation of the original story), but I guess you can still read it if you want, after all I did it too, just for lulz. And yes, she sings in one episode of the anime.
I'm still impressed how much information you found, because as a big fan of this serie, I have to say that the information available on the internet, not in japanese, is actually very little.
