Ok this thread has very little to go off of, what hacks are you talking about? Are you talking about SMW, SMB, SMB3? Is mario a creator? Is he a member here? If you can't provide a bit more info here I'm going to close this soon.
Although the OP is poorly formatted, I think he meant SMW hacks in general.

Hacks aren't completed for multiple reasons, not just personal matters. The franchise doesn't matter.

There are the factors of time, ideas, and motivation influencing the fact that a lot of hacks get cancelled or left in limbo otherwise. You need all three, and often times people run out of at least one before they reach the end. It doesn't help that hobbies are often in an unstructured environment with no deadlines looming, so distraction and procrastination is a likely problem for most hackers too that enable a lack of time/ideas/motivation to creep up.

If you are noticing it more in SMW, that's probably because it's an easy game to pick up and do something with in very little time and people openly discuss their new projects.

Probably the creator changed your goal, or life responsibilities began. I think it's very common and we have to respect the autor decisions.
Sometimes the creator just gets tired or loses interest in the project. ROM Hacking is usually just a hobby, not a job. It's not an obligation to finish them.
If someday you start making your own hacks you will probably understand why people often give up on projects they started.
Making a hack IS time consuming(some of my hacks took me almost 2 years to finish) and during that time you will often find yourself tired, burned out, out of ideias or whatever and you will need to take some time to breath or to take care of your own personal life before continuing with your current project or starting a new one.

Also keep in mind that SMWHacking is a hobbie and not an obligation, everything here is voluntary, people make hacks, music, graphics,etc mostly because they felt like it and no one around here gets even 1 cent for what they are doing, they are doing it solely for helping the comunity and giving people something fun to play.

Lastly, Id like to give you an advice:
Lately Ive seen you ask hack creators everywhere questions like this: "please complete your hack X", "will hack X get finished ?" or "will you make hack X?" and now the cherry on the cake this thread.
Id like to kindly ask you to PLEASE STOP!,spamming the same thing over and over wont do any good.
hearing the same questions over and over will only annoy the creators and even diminish their motivation to finish their projects, please be patient, making a hack is time consuming and sometimes tiring, the creators need to take their time, so please be patient and dont rush them.

The biggest reason why not only SMW hacks but any personal hobbyist project doesnt get completed.............is reaching an impasse regarding where to take their idea in a direction they had wanted but factors at play that ultimately affect their motivation is why many a hobbyist never finish their projects.

That's been happening a lot with some people, even me! I've only received 1 message about this, but I sense there will be more people doing it...

And I completely agree with bandicoot, posting the same things all the time is bad, it may even be considered as spam sometimes!
