The top right quadrant of the over world palettes. What uses those colors?

What are the circled over world colors used for? I can't find any documentation on what uses those colors anywhere.

Palette 2 is Bowser's thunder.
Palette 3 is the Famicom icon in special world.
And 4 through 7 are for layer 1 tiles.
It's easily the best thing I've done
So why the empty numb?
Can you be more specific on what Palettes 4 through 7 are used for? Which Layer 1 tiles use Palette 4? Which Layer 1 tiles use Palette 5? Which Layer 1 tiles use Palette 6? Which Layer 1 tiles use Palette 7? Are any of the circled colors in Palettes 4 through 7 unused?
