The A5 & A7 worlds are made differently, so they don't have 70 exits. Also, not all worlds reach 70 exits, some exceed it and others not, but, there is something that I would reconsider from a marketing point of view...
Although, from a tecnical or mechanic point of view, most worlds have an average of 70 starts, I happen to include star/life/item mushroom there, the reason is simple, so that the game counts these bonus levels as part of 100%.
But, I insist, I couldn't literally call them "exits", because they really aren't...
Under this premise, each world (except A5 and A7) has 12 mushroom houses present in the mapping. If you were to do a real count of the existing exits in the entire game, in my opinion, you would have to count only levels (sky, underground, water, normal, switch palaces, castle, sewers, ghost houses or special levels like ships or thematic levels), not including secret exits, real palaces, yoshi houses, color nest levels, save mushrooms or mushroom houses.
It is the most realistic way to do a realistic level counting in the game.
Conclusion: 1190 levels would be Impossible, I really would lie if I say that
