Tip: Layer 3 backgrounds and tides disappear when you hit a message box, so unless you apply this fix, plan your level around that. For example, you can add a sublevel without layer 3 at the start/midpoint, and include your message there.

$009F37 1 byte Timer Number of frames the "mosaic" effect is displayed for. Does not seem to affect how pixelated the screen becomes.
setting to $00 seems to break it, leaving the screen black or frozen for extended periods of time.

ROM address $009F37 is not a timer, it is an opcode. There is a RAM address at $009F38 that is used as a timer, but the "timer" designation in the ROM Map means "time setting for some process" (i.e. how long to shake the screen, how long until Dry Bones gets up, that sort of thing), and are discrete values in the ROM.
