Is it ok to submit a hack that has unedited overworld because I saw some hacks with unedited overworld but still get accepted

If I were you I would just prepare a dummy overworld - like the special world. Unedited overworlds are generally cause of rejection and in any case they feel pretty lazy to see, in my opinion.
I think unedited overworlds never was a reject reason. Not sure if that's an implicit rule or something, but if it hasn't been revised it still shouldn't be a reject reason.

I still suggest you to follow Darolac's advice though, you can do a very basic overworld.

I checked and it seems it isn't. Even if it's not a reject reason, you can see that a ton of hack removal logs mention unedited OW and the need of having an original one, even if simple, so the advise still holds.
Unedited overworld is not a strong rejection reason but it's definitely something I consider when decided if to accept or reject an hack
Hacks with completely unedited overworld get rejected for a reason, namely you can access original levels after finishing those that are edited.

You should be okay if you make it so no event activates after finishing the last full level or make an end level with side exit enabled or no events. But still, I recommend that you make a simplistic overworld.
