That's a side effect from Lunar Magic 3.0: Lunar Magic has expanded the amount of exits for the goal tape to four. That means, no custom sprite can be inserted with the number 7B.
That's an unlike problem, though, unless you haven't been updating Lunar Magic and your sprite tool (the latest versions of PIXI warn you now) for more than a year. Either way, the goal tapes are the issues, 100%.
I can't give you the exact details if it happens without custom sprites, though. All I know is that this is a side effect from Lunar Magic 3.0.
It's not strictly about using sprite 7B, this bug happens if you've been using the old Sprite Tool at all on a LM v3 ROM, due to some changes in the way the extra bit is handled.
