Tiles inserted with GPS are not saving

Inserted a few tiles with GPS following the tutorial:

I see the message claiming all tiles have been inserted successfully, but upon opening Lunar Magic, none of the inserted tiles appear at the locations designated by the list (or on any page at all).

All unused pages are still the blank blue squares that act as cement blocks, so I cannot insert any of them into the ROM to see how they work.
You still need to insert graphics over these tiles in map16. GPS only adds functionality to the tiles, not graphics. If you hover over the tile number which corresponds with what tile you have added in GPS it should still have a description of that they are doing.

If you are using a block downloaded from here that includes graphics it will have came with a .map16 file. Insert that in your map16 editor. If it doesn't insert the graphics over the correct tile (which can happen as you have to specify in the GPS list what tile to modify) simply move the graphic to the correct tile. If it doesn't come with graphics you'll have to either make a new one or repurpose an existing graphic.

This does not seem to be the case. I pasted the tiles onto the map 16 as instructed. 4 tiles were pasted in, even though the downloads and list files only contain 2. Graphics for these tiles are not correct and the blocks have no function. I tries with another block, but no map16 file was included with the download at all.
If you hover over one of the map16 tiles his the hover text different from normal as in gives a description of the block? It sounds like you're having a graphical issue not a gps issue. Also do you have LM closed when you insert the blocks with GPS? Some tools will work regardless if LM is open or not but it's a good habit to get into to close LM first and then reopen after an external tool runs so LM opens any extra description files correctly.
I made sure to close everything else this time, but it's still not working. When I hover over the block, the description matches what I put into GPS (act like tile 25), but does not describe the intended function of the block itself. I'm using the hidden tunnel block.

I feel like I'm also not doing the other steps properly, so I have been trying to find a simple one to insert to practice as a test to see if I'm doing everything properly.
The problem I am now running into is that all the downloads are special in some way: either missing the map16 file, have dozens of blocks in the set, or require special sprites to be inserted along with the blocks.
