Address has already been submitted to the ROM map with a more complete description. You can use the address search feature to check if the address you're submitting has already been documented.
Also, specifying the type as "Palette" is not correct. The data is related to tile properties, and should therefore be submitted with one of the "tilemap" types ("Mario tilemap" or "Sprite tilemap related" in this case).
