So how should I fix this?

This that was rejected again.

So I should first remove the flower platforms. That would be really easy and trivial for me to do.

But the moderator also doesn't like how, in my submission, the outlines of the flowers in the background are completely black when they're colored in the game the background was ripped from. The reason why I made them black is so I can fit the entire background palette in 1 row. There are a lot of flower colors, so, in order to accurately represent those colors, I had to make the outlines of the flowers black to save on palette space. If I tried to make the outlines colored, there would only be, like, 3 or 4 flower colors and that might make it an even worse quality rip.

Actually, could I use 2 palette rows? I'll definitely be able to fit more flower colors with colored outlines if I do that. If so, which 2 rows should I use?

Alternatively, I could edit the palette so the background looks a little more faded into the distance.

Which one should I do? Or should I do both?

I'm not a graphics moderator but I did bear witness to discussion surrounding the rejection. Here's my thoughts on it.

Looking at the FG and BG, I think the best route you can take right now is to remove the FG entirely. Resubmit the file as Background/Layer 3 only. Doing this would allow you to use 2 palettes for the background instead of the 1 you're using right now, and allow you to have the background you submitted the first time. This one:

I think it looks fairly fine with the little anti-aliasing that's been done on the flowers and looks much better than having to use black outlines to fit everything on one palette row.

The reason I say to remove the Foreground entirely is tht I don't anticipate many people would end up using it over the BG. BGs can be used a little more universally, FGs can be very specific. This FG is incredibly specific, since it's just two giant flowers, and are likely graphics that would not fit many level types given their size and graphical style being very unique. So I believe you'd have a better chance at being accepted if you skip out on the FG entirely here.

Hopefully that makes sense. Submit just the BG/Layer 3 as shown in the screenshot from your first rejection and you'd probably be fine.
About your questions regarding the palette itself, I suggest you take a look at this image that is in the guidelines. It shall help you choose what lines to use in the background colors.

So you guys really think I should use this as my background, the right image, even though the first rejection log said that this background was poorly ripped?

Here's what happens when I try to make it use 2 palette rows. Not good.

When I suggested that you use 2 palette rows it was because I thought that first background used 2 rows and that you reduced it to 1 for the newer submission. But if it uses 1 row and looks okay like that, then yes I would suggest that. I'm not sure what else you can really do. This is the trouble with trying to create a rip from graphics that are clearly never meant to be converted in this manner to fit the limitations we have to use. It's like when I tried to hand-draw one of the skyboxes from Metroid Prime 2 for one of my SMWC Production levels. I did it, but it looks terrible to this day and I really shouldn't have.

I think the 1 palette background is as good as it's going to get. I don't see it as a poor rip. But if you resubmit and a graphics mod rejects for that reason, you may have to accept that it's just not going to get accepted at the site :\
How does it looks if you apply the color reduction methods? Also, you shouldn't be surprised, Bitmap Pasting can be kinda janky sometimes, it's why FuSoYa hid it with the "Give me presents!" code. You'll probably need to make color reduction of the image outside of the Lunar Magic first. Sacrifices are necessary when you port hi-color images to the SMW. Also the image format is a PNG or a JPG?

Did you try to rip it via "Popularity" instead of "Median Cut"? I recommend turning off "Maintain Detail".
