You've overwritten far too many graphics unnecessarily for this to be accepted.
The graphics for the "organic" block version were put into SP1 and SP2, when they would be far better suited in SP3. Modifying GFX00 and GFX01 is only really suitable when the sprite in question is related to/a variant of the sprites in there originally. Moving the graphics to an SP3 file (such as the Castle GFX) would make more sense, and would also mean the shell‐less koopas can be used, instead of having to hex edit the koopas for the entire game when the castle block sprite would most likely only be used in a few levels.
The bigger issue is the graphics that you didn't need to replace. You replaced the Bullet Bill graphic with an Info Box graphic, you replaced the Cloud Game Coin with a Mario head, and worst of all, you overwrote Mario tiles. Mario displays buggy graphics when running while big, and has overwritten graphics in many of his cape animations. I have no idea why you did this, but it's not acceptable.
When submitting updates for sprites that use custom GFX, please be more careful about where you put the graphics, and test the resource thoroughly to ensure that nothing has been broken.
