I'm about to start playing the VLDC12 entries, and I made ROMs of all of the working patches. Looking through all of the ROMs, I noticed that all but two had the same file size of 2,049 KB. The other two entries had file sizes of 4,097 KB and 8,193 KB respectively. I'm assuming that the BaseROM has a file size of 2,049 KB. Would it be correct to treat these two "stray" entries as invalid/disqualified and not play them (if disqualified entries are not being played by me) due to their different file sizes? I wasn't sure if ROM expansion of the BaseROM was allowed. These entries either expanded the BaseROM or failed to use it, but I'm not sure if BaseROM expansion is allowed or not.
I'm not sure how or why those entries are larger than others, but I won't disqualify them without proof of wrongdoing, and I won't be able to check that until I judge them. For now assume they're just regular entries I suppose.
Possibly, but don't count on it. Compiling all entries into one hack is an unwieldy task, and the more entries there are (and the higher expectations grow), the more complex it gets. That's why VLDC 7, 8 and 9 got compilations, but X and 11 didn't.
That said, there have been efforts to make a compilation for VLDC12 over the past few days. Though even if something becomes of that, it likely won't be out for another couple of months.
