Why would you dilute it in water?
I'm not a chemist, but water is bad for electronics and the point of using isopropanol is it's used in polishing and it evaporates quickly, lifting many stains and contaminants from a surface.
I mix the alcohol with water (70 - 30 or 80 - 20 mixture) (higher water content) for cleaning purposes and wipe with a DAMP rag.
This is considered safe for non-exposed electronic equipment like monitors, keyboards, cases, etc.
I've done it for years on my electronics without damage.
