It's looking for a very old library by name so even if your VB runtime and .NET frameworks are up-to-date, unless the newer library included has a symbolic link that uses the legacy library name, SMB3 Discombobulator is going to think you don't have the external code it needs to run. The easiest thing to do is install the old DLL.
Option 1: Install the Visual Basic 5 Runtime, which can be found here.
Option 2 (manual) if that does not work: Download and extract this
to your SMB3 Discombobulator folder. (Depending on if you get those annoying "download" ads, the download link appears under the SHA-1 checksum.) If you still get DLL errors, continue to seek the files you need on this site until it runs.
