Kind of a technical random question about SMW

I've looked at guides on SMW speedruning and have learned that while travelling up gradual slopes mario can still build p-speed. I'm pretty sure he can travelling down all other slopes except for super steep.

So getting that out of the way, I haven't been able to find an answer for this...

Does Mario gain p-speed at different rates depending on if he's travelling on a flat platform vs. a slope?

The only thing that actually matters for the P-meter is Mario's X speed. If he's moving at 35 or faster speed (i.e. his usual max running speed), the P-meter increases at a fixed rate of 2 per frame. If he's slower than 35, it decreases at 1 per frame.

When running up a gradual slope, Mario's max speed isn't changed and his P-meter will keep increasing at the same rate as on normal ground. On all other slope types, though, his max speed is limited to below 35, and so he can't gain any P-meter at all while running up them.
