To be fair, the definition of vanilla is really messy here in SMWC.
In practice, vanilla here is used to describe a "feeling" of playing an SMW hack that feels like the original SMW.
The most strict definition of vanilla means no insertion of custom resources, only the manipulation of the original resources from the games to create new levels.
This turns into a problem in certain contexts. In VLDC, only hearing the vanilla songs for over 10 contests would be very annoying, so that became allowed. Also, is using custom palettes or making new Map26 blocks "unvanilla"? Is using ExGFX to mix tilesets, recoloring and merging tiles unvanilla? These are all very hard things to define.
In SMW hacks, does using custom bosses makes a hack automatically not vanilla? People are tired of fighting the same bosses over and over again. And what about patches for bug fixes and quality of life improvements? HDMA?
I do have my opinions about this, but I think as long as most of the users are happy with the rules, I think it is mostly fine.
