Ideally for to be used as Layer 2 but it could be used as a background as well.
While I think this is cute and would work pretty well for a boss fight, I'm unfortunately going to have to reject this.
The 8x8 tiles are -very- unoptimized. There's a lot of empty tiles that could pretty easily be filled, shrinking it down to use a lot less of the second graphics file, as opposed to over half of it.
As for some minor things, the map16 could also use some adjustment. While I really appreciate it being built for just slapping the graphics in, you can cut it down to pretty big chunks to stretch across horizontally and match the rest of the section a bit better, so it's easier to import them.
Something like this could work, the .mwl will still exist to show how to assemble them.
You could also rearrange the palette a little to try and organize the colors into gradients, it'll help if people want to recolor them, since they'll be able to use the built-in gradient functions of the palette editor.
