Tip: When determining a time limit, remember that players won't be as familiar with the level as you are. If you normally complete the level with around 100s left on the timer, others might run out of time on their first try.
A few days ago It came to me, I wanted for some unknowable reason to know what everyone's favorite level creator was, it can be a kaizo creator or a standard level creator, I'll give an example to start it all off.
Favorite level creator: Morsel
Reason: I think Morsel bought a new light to kaizo that was not there before and I can really thank him for that.
In no particular order:
SIG, Wagokoro, Anikiti, 660, Daigadai, FINAL, TSC, loltep rexyoshi, gbreeze, worldpeace, m/m, jesus (smwc user id 219), and Centipede
I could probably name other people, but these come to mind firstly. As for why, I think it comes down to a mixture of watching crusty 240p videos dubbed with non-sequitur dialog on youtube over a decade ago the first half of creators on this list, and the other half being heavily inspired by those first half people and bringing their own interpretations of the designs/concepts/gimmicks those creators offered to the table for a modern audience. I would encourage people to play works from the first half of this list if you're fans of those from the second half.
As a quick addendum, it occurred to me after writing this that all the creators on this list are fairly good at utilizing both standard level design with stricter "kaizo" (used in quotes as it does not share much with the medium as it is today beyond doing setups in a specific manner) design together in a way that feels unique and refreshing. I suppose that, in my current endeavors and what has inspired me the most recently, that my admirations would be more biased in the direction of those who excel in blending different genres of level design together... Nevertheless, I still stand by my point above.
FPI, though his style of level making is criticized these days, he was a huge inspiration for me getting into SMW Hacking. I love his claustrophic style of level design and how compact it is, I also like his long levels too which are full of challenge.
Why hasn't anybody made ledge grabbing and crawling ASM yet?
I don't worship anyone on a pedestal but there are people whose works and levels I do generally respect because of their style and/or skill at level design.
I respect FPI, Skewer/amHunter, underway, Blind Devil, idol, icegoom, Daizo Dee Von, and WYE as creators that know their aesthetics well on how to craft specific experiences with what they convey with such graphical polish and selection in the case of ripped graphics. Five of what I list on that so far also focus on making interesting plots that also happen to have graphics that serve their works well.
I also respect the Gaiden level creators (lolyoshi, Adam, Truxton, Rextep), worldpeace, gbreeze, MiracleWater, levelengine (rip, hes banned but Return Trip and Disk Defrag has some really interesting levels which is why I list him on my list of level creators I do respect), Lazy, AxemJinx, MrDeePay, Koopster, Aeon, Higsby, and S.N.N. because of their experience with understanding how SMW's physics and Mario level design works and crafting challenging, but memorable levels that test the skill of players.
Japanese hackers I respect are KT, Anikiti, SIG, and Scarab.
Lastly, there are up-and-coming creators that I think do deserve your attention to play their works and ill have more to say when the time comes.

I gleefully admire a lot of level creators, but the most notable ones I can think off the top of my head are worldpeace, Sokobansolver, the SMW: Gaiden creators, MiracleWater, Morsel, Gbreeze and others. Some of them were my inspirations to enter and get a kick out of the kaizo hacking scene.
