Tip: Layer 3 backgrounds and tides disappear when you hit a message box, so unless you apply this fix, plan your level around that. For example, you can add a sublevel without layer 3 at the start/midpoint, and include your message there.

These backgrounds are not acceptable to be approved for the following reasons:

Lack of usability:
They use either 4 or 5 ExGFX slots, leaving little to none space to use for an actual Foreground. In both of the cases only FG1 and FG2 are free, which are used already by original global objects and global exanimations, in the other two cases FG2 is also used.

Bad palette usage:
All backgrounds use the palette row 0 completely, overwriting some of the status bar colors. Palette row 3 or 5 are preferred for these cases.

Another minor reasons are:

Monsoon Jungle (Root Cave) does not fit the SNES resolution vertically so there's a considerable empty space at the top. In cases like that, usually it's complemented by using foreground to cover the empty bg spaces, which relates to the first point of this rejection log.

Considering Monsoon Jungle (Cave) is a full 512x512 background, the scroll settings would be better as Variable for both horizontal and vertical, but sample level has Slow for Vertical.
