Change Mario's cape position

Hi, I need help with changing Mario's cape position.
I want to change it so falling and spinning while falling Mario's cape animation stay at the same position like it would be if he was on ground.
here are some pictures to show what I mean if I didn't explain it right.

I don't know how I can do that, I did find this in the SMW Memory Map but don't know what to do with it :

I'm new to ASM so I don't know if that looks good but it works I think
It's nice to make wings instead of a cape and it also works when you ride Yoshi
