The mountain/forest like background from Mega Man: The Wily Wars, Uses a small chunk of bg2.
This background is not acceptable to be approved for the following reasons:
Palette requires a bit of work. The colors marked with BLUE are duplicated ($58-$68 and $4F-$6E), so they can be merged to the main palette row to reduce usage, and so the reamaining color ($6F) can be merged to the main row as well. This way the rip only would use 1 row of colors, instead of colors scattered between 3 rows. The color marked with RED is used by the background but wasn't included in the .palmask file, so if the user, for some reason, had this color previously replaced, the background wouldn't look correctly. Said color can be moved as well, so it won't interfere with vanilla colors. Final palette should look like this:
This way it can be arranged from colors 8 to F in palette rows 5/6/7, without replacing colors 0-7 which are used globally by the vanilla game. Alternatively you can arrange them in colors 1-8 in palettes 0/1 too.
As a minor issue worth of mention, the background have "empty" tiles in the bottom rows so, despite not being a rejection reason, I'd recomend to fill them with the proper black tiles in the case the user uses it in a level where the bg scroll goes beyond the vanilla limits.
