Description: A rip of the exterior background from Flying Battery Zone in Sonic 3 & Knuckles.

I've included the weird interior palettes for both acts because it was included in the original sheet I was ripping this background from (The Spriters Resource).
This background is not acceptable to be approved for the following reasons:

Unoptimized Palette:
First of all, there is the fatal issue of color $38 not actually used by the graphics, but still overwritten in both the sample level and all of the pal/palmask files.
This leads to color $31 needlessly used replacing the vanilla one, and while this isn't an issue for the normal palette provided (as color $31 is kept white-ish there), it is for the alternate Interior 1/2 palettes, as it makes certain vanilla objects look weird (like the respective row 3 palette'd pipe or the arch ledge).

That said (and after getting rid of the unused color) the rip would take only 8 colors, which makes much better re-arranging them to palette 0 instead, using colors 1-8. This way it won't interfere with any of the foreground palettes, not even the berries ones (alternatively, you can still put them in colors 8-F of palettes 5/6/7 as they're completely unused colors and won't interfere with anything either way).
