Hmm, there are a lot of easy/hard hacks out there. I recently play Dynasty's Choconilla Seasons Hack, Lakitu's Great Adventure, and Magiopolis.

I only added those 2 is because it meets the criteria laid above of best non-kaizo hacks released this year featuring Mario and is what the general consensus of what the community thinks.
That said, I did found one more that the community likes and meets the criteria above - Super Isikoro Mario World.
