It's a pain whenever someone wants to use something here yet they can't if something gets rejected and isn't uploaded again by it's original uploader. Backups are already done for obsolete resources, so why not for the rejected stuff as well?
It really depends on the resource your asking for in particular?
If we're talking about hacks in particular, all hack submissions to SMWCentral are backed up at smwc.world, from 13 Jan 2019 onward, so you should be able to download rejected hacks there. For older hacks, I recommend checking smwdb.me.

Not just the hacks, I'm talking about other stuff like graphics and sprites as well. Not everyone resubmits them.
On the graphics team, we make mostly local backups of rejected resources, and I know music rejection logs always have backup links posted (at least in this current era). If you’re looking for a particular resource, feel free to get in touch with the respective team, they’d be happy to help you try to find it.
So far music moderators tend to only include the SPC, although I think there were very few instances where the text files were backed up too?

That aside, tcdw's disamk exists, therefore you could convert an AMK text file out of the SPC.
I actually asked a mod in one case for a source .txt file from a song in the rejection log because I discovered that someone had accidentally ran into a bug that I myself had fixed for older Addmusics that were converted over. I then used it as a test case to port over the fix to all Addmusics so that when #0 does not exist in the .txt file and a hex command is generated prior to any channel being defined, the song can still compile properly without wrecking havoc on the SPC file itself.
