Actually, it's possible to fit it in five slots. If you reduce the background to 256 x 224, which is the SNES resolution, it goes to 279 tiles. The issue here is that you also have to disable animations, which would make ripping this background not practical for usage in SMW. There's barely space for the foreground, even though it would use one palette row.
