Rejecting for being less accurate to the source material than the same background currently in the section.
While the current rip in the section does exceed 3 BG slots to include the clouds may be a lot. this not uncommon practice. If your goal is to obsolete the current submission at least make it have parity with it while saving space and not just omit parts of the background.
Also, please don't make partial submissions, Not wanting to take the time to do a submission fully is not an excuse to submit a half-done resource. Please submit a complete rip for both quality's sake and to not waste the time of the moderation team.
