Rejecting this rip due to weird optimization and due to lack of flexibility in terms of usage.

Upon looking and comparing it to its layer 3 variant, it's very clear that your rip has TWO extra duplicate tiles. Per rules, rips made by using tools (Bitmap Pasting, Online BG Ripper and etc), should be double-checked and optimized.

Also, while I'm favor of the Graphics Section being accessible as possible to new users, I don't see any major vantage of using this as layer 2 background over its layer 3 variant, which is very easy to set up.

For the average hacker, they just need to hit the poison mushroom button in Lunar Magic, put Castle 1 in the settings. Then configure the layer 3 (goldfish icon), and there they have their layer 3 background. What's great about that is that they can use it with interactive layer 2, allowing for more flexibility in terms of level design.

So, here is a draw back of layer 2 backgrounds: they don't have a lot of customization in terms of vertical and horizontal speed, per default. For example, If you want to make it autoscroll left slow or fast, you would probably need some uberasm. So, it loses to its layer 3 variant.

While it could work for some niche cases like having mist or tide in the stage, it's not that hard for most users to convert this to a normal background.

So these three reasons, that I mentioned above, are why we have been seeing a solid ammount of layer 3 backgrounds in SMW Hacks and in the Graphics Section lately. Lastly, in terms of color usage, I don't see any benefit in the layer 2 version of it.

So, weighting how this background fares in both layers, I have come to the conclusion of rejecting this submission.
