First, an issue that can be really easily fixed. If the block is placed on layer 2, the tiles generated when hit with a cape appear on layer 1 instead. This can be fixed by storing $0F to $1933 when the block is triggered by the cape. (The cape stores the correct layer to $0F for blocks to use.) The fix for this issue was simple enough that I probably would've fixed it myself. The thing that is making me reject your resource is
The second issue, your turn block doesn't act like the vanilla turn block in one regard. When flicking a shell with the cape into the side of your block, this happens:
The shell activates the block and gets bounced up by it, which is not what happens with vanilla turn blocks:
...where the blocks don't get hit at all.
That's all, otherwise this block works fine.
