Probably JUMP, though I'm also quite nostalgic towards Brutal Mario and VIP 4.
Early on I loved the VIP series for the creativity. JUMP is also fascinating to me but last I tried I'm not good enough to play through it yet. I have a cart on it's way in the mail now, so there's some real frustration in my future, haha. Brutal Mario by carol is a classic for a reason and is still the cart I bust out if I want to get someone new into ROM hacking. Those are all great, but I've yet to beat any of them (getting close on Brutal Mario World, if my save battery would just stop coming loose...)
As for hacks I've actually played through, Super Russian World by RussianMan was amazing and probably my favourite hack I played through on YouTube, although it was only a demo when I played it. I really need to go back and play the full thing some day, it's one of those hacks where every level is amazing and you can't wait to see what is gonna happen in the next one. Another great one was Super Mario Logic by Final Theory, which is a series of one-screen vanilla puzzles. I think everyone should try this one at one point, it's very accessible, other than the noteblock hell bridge. Mandew5's The Hooray! Fishing Season 1 and 2 are both spectacular as well.
On my way out, I'm gonna throw out a special mention to 100 Rooms of Enemies by Daizo Dee Von, a hack I recently got for the SNES and am having a blast trying to beat. The arcadey gameplay is unique and really plays into my love of roguelike games that are based around having the best run you can. It's also a perfect hack for playing with friends, trying to see who can get the furthest.
If you can't tell by now, I like me a good gimmicky level, haha. And I'm probably forgetting tons of hacks that I love, but that's a good chunk of the top list at least.
