Unfortunately, I have to reject this submission due its optimization.

First, I checked the original SNES game with a debugger and well, this rip is using more palette rows than it should. From my results, it can easily fit in two palette rows.

Second thing, not only too many palette rows, but GFX optimization leaves to be desired. All the necessary stuff can fit in one GFX slot. In my tests, it gave me 65 (hexadecimal) tiles.

Lastly, make sure to adjust your map 16 properly. It is a bit messy and also make sure to avoid duplicate tiles. Make sure that it consumes less palette rows and that GFX space is more optimized.

If you want a debugger recommendation, I have a few names: Mesen-S, bsnes-plus. or Mesen 2. Pick the one you find the easiest to use. Then you can check the Tilemap Viewer part to extract tilemap and even check how many palettes a tile uses.
